Abstract
Rwanda has over the years experienced bad governance based on discrimination and vision of its people. As a result, a prolonged period of corrupt and repressive regime saw the entrenchment of “divide and rule” as principle of governing. Inevitably this repressive culture led to massive human rights violations which culminated in the genocide that saw up to over one million Rwandans perish. The Government of National Unity considers unity and reconciliation of Rwandan people as the basis for defeating social, economic and political underdevelopment. Hence the setting up of the National Unity and Reconciliation Commission (NURC) by Parliamentary Law No 03/99 of 12 March The establishment of National Unity and Reconciliation Commission, therefore, marked a major milestone in changing fundamentally effects of bad governance based on discrimination and sectarianism.

Abstract
Aloisea Inyumba, a Senator in the Parliament of Rwanda, played a critical role in the post-genocide era in the formation of a new Rwanda. In her capacity as Minister of Family, Gender, and Social Affairs, Commissioner and Executive Secretary of the National Unity and Reconciliation Commission, and Governor of Kigali province, she organized and supervised national dialogues to promote reconciliation between Hutu and Tutsi in post-genocide Rwanda. Using the concept of Mothers, this essay examines her work in the context of her role as Public Mother and mother of the nation.

My name is Andrew Obeki and I am a Rwandan. Like millions of my compatriots, I have never met Ms Inyumba Aloisea in person, but a life well lived is unrestrained by such trivial limitations and touches the hearts of all.
It pains me to say that the history of the World would reserve only a small space for Ms. Inyumba, for she did not start a war, or get involved in huge controversies, she did not stage a coup or make billions in the corporate world. For such is the tale of our past and Africa that these are remembered while the good are forgotten. But today, my 12 million strong people will bear testament to the fact that all through her life; she carried on with a passion, integrity, dedication and a deep, heartfelt love for the common man. Qualities that were reflected in her life’s work, for the eternally-grateful people of Rwanda.
A life, I am determined to honour her being today, by sharing her inspiring story with the World.
